Thanks for posting the information.

The Capital Expenditure Projects listed are county wide and would consume around 30% of the collected tax. Does the oversight committee have a guide to how much tax revenue will be used for the different types of projects? What percentage of collected funds will be spent on roads and how much spent on other projects?

Better yet what is the committee charged with doing? Is it identifying all worthwhile projects, no matter the cost, and presenting them to the BoC and then the BoC makes the list from what the oversight committee has generated?

The Oversight Committee is charged with compiling a list of projects recommended by the BoC, cities and citizens across the county.

Ideally the Committee would also apply reasonable cost estimates for each specific project, but that information is illusive for avariety of reasons.

On June 28 the Committee will submit a final report to the BoC. That report will include the total list of all recommended projects. I hope to also present recommendations concerning (1) intergovernmental agreements, (2) Transporation vs. Capital Projects, (3) budgets & timelines, (4) adherence to the Comprehensive 2030 Plan... cost analysis and purpose are, I believe, the necessary factors.

The BoC and the mayors will meet to determine (1) whether an intergovernmental agreement can be reached to detail specific projects and budgets, (2) how SPLOST revenues will be allocated - to named projects, or by population-based formula - to the cities. Ideally the elected officials would decide on a named list of projects together with estimated budgets and timelines, to be included by reference in the November ballot. The ballot question's wording will determine how the revenues will actually be spent.

There is no concensus yet to the allocations for project categories: Transportation and Capital Projects. One commissioner simply wants one-fifth of expected revenues allocated to each BoC district; two have indicated desire for an 80-20 split; while one supports an 85-15 split.

Conventional wisdom (?) is based on the failed 1995 SPLOST that was setup for 100% allocation to Transportation. We hear that larger sums must be given to parks, senior centers, soccer fields, etc. because "those people vote."

It is the Committee's job to represent all factions and their recommendations. But I believe we must set some levels of prioritization in the final report.

Glad to see someone else is paying attention!

If the BoC expects to pass a SPLOST referendum they need to show financial responsibility. We want cost estimates and budgets for the projects. Without it the money will get spent as the sprit moves them or political winds change.

That tradition goes against common sense. Bankers want to see a business plan. Voters want to trust the officials. Look at the parks and how the "projects" keep on expanding and costing more and more. Look at our major road projects; most are done (Jonesboro Rd, Eagles Landing) by the state. Without accountability we will just get more additions to Harper's Heritage, Holder's state park and Scarlett Mathis's Tara.

It is not 1995 and we are not in Kansas, Toto! Voters today are smarter and we know their tricks.
