Congestion may trump other road priorities

1. Indeed, under a rudimentary ARC guesstimate run of the formula, the controversial commuter rail to Lovejoy fell off the construction list, said John Orr at the ARC.
2. The formula is a mathematical approach to ranking which transportation projects are needed first. While it has whizzed through approvals at the state Department of Transportation and the Georgia Regional Transportation Authority, a committee at the ARC, which would apply it, put on the brakes.
